Strategic Stability Revisited in the A central theme of this book is that there is no consensus on what the term "strategic stability" means, despite its widespread use. First, strategic stability refers to a condition in which adversaries understand that altering military force posture in response to vulnerability-whether to avoid being emasculated or to preempt one's opponent-would be either futile or foolish.11 Second, strategic stability reflects the ease with which nuclear-苔rmed adversaries can return to stable relations after a period of escalation. Actors can maintain strategic stability even in a crisis by not responding to a provocative action.
